Burt County Board of Supervisors Meeting Minutes

The Burt County Board of Supervisors met June 27, 2014, pursuant to adjournment of their last meeting with the following members present: Cliff Morrow, Gerald Newill, David Schold, Perry Rogers, Matt Connealy and Greg Brummond. Absent: Gene Rollins.
The meeting opened at 9:00 A.M. upon motion by Rogers, seconded by Newill, all voting aye. Chairman Morrow informed the public that the Nebraska Open Meeting Act was posted on the wall.
Upon motion by Schold, seconded by Rogers, the agenda was approved as amended with the addition of possibly notifying CSTG that their contract with the County would not be renewed, all voting aye.
Visiting the Board were Peggy Smith, Mike Braniff, Abby Surber, Michele Quick, Wendy Rexroad, Marilyn Andersen, Karen Grass, Jan Rasmussen, Jeanice Bowers, Wally Lydick, Gerhardt Thompson, Doug Hansen, Ryan Bichler, Kevin Petersen and Scott Japp.
The following claims for June in the amount of $1,224,027.35, including $105,894.54 for payroll, were read, audited, warrant drawn and checks generated on the respective funds on motion by Newill, seconded by Schold, all voting aye.

The minutes of the last meeting were approved upon motion by Connealy, seconded by Brummond, all voting aye
Chairman Morrow signed a lot split application for Doug Tranmer located in the Northwest ¼ of Section 8, Township 22 North, Range 10 East of the 6th P.M., Burt County, Nebraska.
Chairman Morrow signed a lot split application for JoAlice Chamberlain located in the Northeast ¼ of Section 28, Township 21 North, Range 10 East of the 6th P.M., Burt County, Nebraska.
Chairman Morrow signed the loan papers with Washington County Bank for the new motor graders that were approved at the April 29, 2014, meeting.
Signing the Recommendation of Acceptance with Dixon Construction for the 2013 Sunken Bridge Replacement was delayed.
Upon motion by Connealy, seconded by Newill, Chairman Morrow signed a Subgrant Agreement for Child Support Enforcement Services for County Attorneys with the Department of Health and Human Services, all voting aye
At 10:00 A.M. the Chairman opened the hearing to close Roads #312, #320 and #468. After hearing objections from Doug Hansen, Gerhardt Thompson and Wally Lydick, the Board went back into regular session at 10:15 A.M. After discussion, the Board took no action to close the roads.
Board Member Brummond offered the following resolution and moved for its adoption:
RESOLUTION #2014-14
WHEREAS, the Road Fund is in need of funds to operate.
NOW THEREFORE BE IT RESOLVED by the Burt County Board of Supervisors that $510,000.00 be transferred from the General Fund to the Road Fund per the Burt County budget document for fiscal year 2013-2014.

Board Member Connealy seconded the motion, and the Chairman declared it adopted, all voting aye.
Board Member Brummond offered the following resolution and moved for its adoption:
RESOLUTION #2014-15
WHEREAS, the Civil Defense budget within the General Fund is over $374.64.
AND WHEREAS, there is $738,088.72 remaining in the Miscellaneous General budget.
NOW THEREFORE BE IT RESOLVED by the Burt County Board of Supervisors that $374.64 be transferred from the Miscellaneous General budget to the Civil Defense budget.

Board Member Connealy seconded the motion, and the Chairman declared it adopted, all voting aye.
The Board instructed County Clerk Marjorie Shumake to direct the County Officials to include the possibility of a cost of living raise up to 4% in the last six months of their 2014-2015 budgets.
At 10:35 A.M. Chairman Morrow opened the hearing regarding a new liquor license for L-Ten LLC dba Pheasant Bonanza Hunt Club and Kennel. There were no public comments, so Morrow closed the hearing at 10:37 A.M.
Motion was made by Schold to approve a new liquor license for L-Ten LLC dba Pheasant Bonanza Hunt Club and Kennel. Brummond seconded the motion, all voting aye.
The Board met with the County Officials to discuss bids for the County’s IT services for the next year. It was decided to invite representatives from the top two choices to come to the next meeting and answer any questions, as well as to notify the current IT firm of CSTG that Burt County would not be using them next year.
The Board of Equalization meeting to hear Property Valuation Protests was set for July 8, 2014, after the regularly scheduled board meeting. The Board will also discuss office and fund budgets for the 2014-2015 fiscal year on that date. The Board will meet on Tuesday, July 22, at 9:00 A.M. to make final decisions on Valuation Protests.
There being no further business to come before the Board at this time, the Board adjourned at 11:20 A.M. until 9:00 A.M. July 8, 2014.
