Congress Slashes Conservation

When thinking about the $1.1 trillion spending bill passed by Congress last month, one might ask, what does Congress have against conservation?
They made huge cuts to conservation programs, such as the Conservation Stewardship Program (CSP) that supports conservation practices on cropland, pastureland and rangeland, totaling $402 million over ten years. This cut means 2.3 million fewer acres enrolled in the program.

This anti-conservation spending bill also cut the Environmental Quality Incentives Program (EQIP) by $136 million for this fiscal year.

While the CSP is designed to reward farmers and ranchers who have a history of integrating conservation, EQIP will help them develop a conservation practice for the first time. Both programs support practices such as cover crops, diverse cropping systems, as well as rotational grazing practices on pasture, rangeland, and cropland restored to a grass-based system.

These are the conservation-based farming practices we need more support for, not less. This is especially true in the face of climate change impacts on agriculture, and the increased need to protect and restore water quality.

So while they cut the conservation programs that help farmers and ranchers integrate risk management through conservation-based farming practices, they left intact the unlimited federal crop insurance premium subsidies and farm program payments that encourage risk taking and agriculture consolidation by the nation’s largest and wealthiest farms.

This is an anti-farmer, anti-conservation bill that is representative of crisis-driven legislation stemming from a dysfunctional Congress. Join us and fight for annual spending bills that are forward-looking, and create opportunity.

The Burt County Board of Supervisors met this date pursuant to adjournment of their last meeting with the following members present: Cliff Morrow, Gerald Newill, Ted Connealy, Perry Rogers, Matt Connealy, Greg Brummond and Dave Schold.

The meeting opened at 9:00 A.M. upon motion by Rogers, seconded by Newill, with roll call vote as follows: Ayes – Morrow, Newill, T. Connealy, Rogers, M. Connealy, Brummond and Schold. Nays – none. Chairman Morrow informed the public that the Nebraska Open Meeting Act was posted on the wall.

Upon motion by M. Connealy, seconded by Brummond, the agenda was approved with the addition of Resolution #2014-27, with roll call vote as follows: Ayes – Morrow, Newill, T. Connealy, Rogers, M. Connealy, Brummond and Schold. Nays – none.

The following claims for December in the amount of $423,224.08, including $103,004.17 for payroll, were read, audited, warrant drawn and checks generated on the respective funds on motion by Newill, seconded by T. Connealy, with roll call vote as follows: Ayes – Morrow, Newill, T. Connealy, Rogers, M. Connealy, Brummond and Schold. Nays – none.

The status of various road projects was discussed with Highway Superintendent Peggy Smith and Road Foreman Mike Braniff. While discussing County Road O east of Highway 77, Jonathan Hladik addressed the Board about the condition of that road.

Becky and Marty Rocca voiced concerns over ditches and water flow on County Road 39 and County Road Q.

David Drew informed the Board that a pending law suit against the County and S.T.T.L. Farms LLC brought by Ivan Marr has been dismissed, and discussed the possibility of further actions that could be taken against the County.

The minutes of the last meeting were approved upon motion by Newill, seconded by Rogers, with roll call vote as follows: Ayes – Morrow, Newill, T. Connealy, Rogers, M. Connealy, Brummond and Schold. Nays – none.

Communication from Larry Dix was notated and placed on file.

Upon motion by M. Connealy, seconded by T. Connealy, the Board approved an amendment to Burt County’s Flexible Benefit Plan with First Concord Benefits Group, allowing employees to revoke their elections to the group health insurance premium and seek coverage elsewhere under certain conditions. Roll call vote was as follows: Ayes – Morrow, Newill, T. Connealy, Rogers, M. Connealy, Brummond and Schold. Nays – none.

Upon motion by Newill, seconded by T. Connealy, Deborah Anderson was appointed to the Burt County Economic Development Board, with roll call vote as follows: Ayes – Morrow, Newill, T. Connealy, Rogers, M. Connealy, Brummond and Schold. Nays – none.

Upon motion by Schold, seconded by M. Connealy, the Board designated Burt County’s website as an additional method of providing notice of meetings, with roll call vote as follows: Morrow, Newill, T. Connealy, Rogers, M. Connealy, Brummond and Schold. Nays – none.

There was discussion about the problems with the current employee health insurance plan through NACO and Blue Cross Blue Shield. Chairman Morrow informed the Board that he had visited with Larry Dix and that a NACO Services Representative would be attending the January 13 meeting.

Chairman Morrow signed the following lot split applications:
James D. Kroger located in the Southeast Quarter of Section 11, Township 22 North, Range 9 East of the 6th PM, Burt County, Nebraska.
Kevin and Dawn Anderson Family Limited Partnership located in the Southeast Quarter of Section 6 and the Southwest Quarter of Section 5, Township 22 North, Range 10 East of the 6th P.M., Burt County, Nebraska.
John C. Hall Trust located in the Southeast Quarter of the Southeast Quarter of Section 36, Township 21 North, Range 11 East and in the Southwest Quarter of the Southwest Quarter of Section 31, Township 21 North, Range 12 East of the 6th P.M., Burt County, Nebraska.

John Wilson brought a list of the 2015 Burt County Extension Board nominees for the Board’s approval. Upon motion by Brummond, seconded by Schold, the Board approved Stuart Miller for a second term and Karin Preuss and Rob Mayo as new board members, with roll call vote as follows: Ayes – Morrow, Newill, T. Connealy, Rogers, M. Connealy, Brummond and Schold.

Mary Loftis spoke to the Board about the work she has been doing with the Medicare Prescription Drug Program, as well as the other programs she works with and the education she has received and continues to receive through the SHIPP program. She estimates that she saved people enrolling in the prescription drug coverage $104,000.00 last year alone. Mary has been asked to be the State Coordinator for the Medicare Prescription Drug Program and that will take a couple extra days each year for additional training. The Board congratulated her and expressed their gratitude for the work she does to help the people of Burt County, saying they support her in her new position.

On this 30th day of December, 2014 let it be hereby resolved that the Burt County Board of Supervisors expresses their deepest gratitude to our County Clerk Marge Shumake and our County Attorney Dan Smith for jobs well done and that we wish them only the best as they retire from serving the citizens of Burt County.

Marge has served for 22 years. She has been Deputy Clerk and then Clerk, and Dan has served for 15 years as our County Attorney. The Board has relied on both of them heavily for assistance and counsel and they have made our jobs easier because of their abilities. We heartily congratulate them both and wish them well in their future endeavors.

It feels like winter has arrived this week and we also will be bringing in a New Year on Thursday. Next week on Monday January 5th at 2:30 pm is our monthly Volunteer Executive meeting, on Tuesday January 6th we have a special treat, Michelle Roscoe and her Children will be here to sing and play the piano at 2:30 pm. On Thursday January 8th Charlie Davis will be here to play the Harmonica at 2:30 pm.

Church Service for Sunday January 4th at 2:30 pm will be given by the St. John Lutheran Church with refreshments served afterwards. On Wednesday January 7th there will be communion with Pastor Hoden at 1:00 pm.

Activities for the week of January 5th to January 10th are as followed, Reading with Marilyn, Manicures, Sing A Long, Bingo w/WOW, Show and Share, Bible fellowship, Crafty cooking, Friday Bingo, Let’s Play Ball, Saturday morning movie, and Lawrence Welk.

Volunteers signing in last week were; Judy Nelson, Betty Hanna, Mary Donovan, Dani Moseman, Anne Anderson, Patty Miller,   and Sly Rouse.

* The senior center provides Information and Assistance to any individual who is looking for services for themselves or another person 60 years and older, the center manager and/or center participant can provide information to individuals on services available within the community. We link individuals to the services and opportunities that are available within or beyond the community itself. We will then establish adequate follow-up procedures to see that their needs were met. *If you are 60 years and older and need information on programs designed to help keep you in your home longer or if you need legal help, contact Connie at 402-648-3387 or in the evening at 402-648-7648.

* We have the following medical equipment to loan out on an as need basis, wheel chair, bath seats, toilet seat riser and portable toilet chair, crutches or walkers. Call 402-648-3387 during office hours.

Meals on Wheels

Would you like to get Meals on Wheels? Anyone over the age of 60 years and lives within the city limits are eligible for these meals. You may sign up anytime for the Meals on Wheels program; you can get the meals delivered however many times you want them each week. You must call 402-687-2332 before 8:30 a.m. if you want a meal that day. The suggested donation for the meals is $4.00.

Wed. Dec. 31: No chime practice today. Sign up to play in the pitch tournament at 1:30.

Thurs. Jan. 1: Center is closed today. Happy New Years!

Happenings at Oakland Heights

Happy Holiday’s to everyone, we will be having a Christmas Eve Service on Wednesday December 24th at 2:30 pm given by Pastor Hoden. The residents will be enjoying a nice Christmas Dinner with turkey and all the trimmings.

Next week on Monday December 29 at 2:30 pm is our monthly resident council meeting, then on Wednesday December 31st at 2:30 pm is the residents New Year’s eve party, also they will be having a special New Year’s Eve supper at 5:30 pm. There will be no scheduled activities for January 1st New Year’s Day, activities will resume on Friday January 2nd.

Church Service for Sunday December 28th at 2:30 pm will be given by the First Lutheran Church with refreshments served afterwards.

News From Bancroft Senior Center


* The senior center provides Information and Assistance to any individual who is looking for services for themselves or another person 60 years and older, the center manager and/or center participant can provide information to individuals on services available within the community. We link individuals to the services and opportunities that are available within or beyond the community itself. We will then establish adequate follow-up procedures to see that their needs were met. For more information call 402-648-3387.

*If you are 60 years and older and need information on programs designed to help keep you in your home longer or if you need legal help, contact Connie at 402-648-3387 or in the evening at 402-648-7648.

* We have the following medical equipment to loan out on an as need basis, wheel chair, bath seats, toilet seat riser and portable toilet chair, crutches or walkers. Call 402-648-3387 during office hours.

Meals on Wheels

Would you like to get Meals on Wheels? Anyone over the age of 60 years and lives within the city limits are eligible for these meals. You may sign up anytime for the Meals on Wheels program; you can get the meals delivered however many times you want them each week. You must call 402-687-2332 before 8:30 a.m. if you want a meal that day. The suggested donation for the meals is $4.00.

 

Weekly Activities:

Wed. Dec. 24: No chime practice today. Center will be open from 8:30 until noon.

Thurs. Dec. 25: Center is closed today. Merry Christmas Everyone.

Fri. Dec. 26: Center will be open from 8:30 until noon. We will be closed in the afternoon.

Mon. Dec. 29: We will have a pitch tournament at 1:30.

Tues. Dec. 30: Tai Chi class at 9:30 and the walking ex. class at 10:30. Stop in for coffee at 10:00. Sign up for the chicken dinner. Free blood pressure clinic starting at 11:40. We will have Sheri Dorsey talk about nutrition at 12:20. Cards will be played at 1:45.

Wed. Dec. 31: No chimes practice. Sign up to play in the pitch tournament at 1:30.

Thurs. Jan. 1: Center is closed today. Happy New Years!

Markets open with an easier tone, low trade volume expected for the holiday week.  Low volume can mean more volatility which at the end of the day may provide some opportunities to fill orders for either old crop or new crop sales.  If you have a number in mind, it may be worth placing an order.

 

Informa numbers were released last week Corn Acres 88.01 (-2.875 from ’14) Bean Acres 88.78 (+4.496 from ’14)

 

Corn –Sygenta said it has received approval from China’s regulatory authorities for imports of its MIR162. The approval covers corn grain and DDG’s. Crude oil continues its downward trend, which has long term implications on the profitability and demand for ethanol.

 

Beans – Opened in negative territory this am, but bounced back.  Demand remains strong, but trade continues to be volatile.  The holiday week may provide some opportunities.
