The month of November has given us some frigid temperatures and snow to make it even colder outdoors.

Our Waffle Supper is Thursday, November 20th at 5:30 p.m.

Activities for the week of November 20th to November 30th are as follows: Reading with Marilyn, Manicures, Resident Council Meeting, Sing Along, Catholic Mass, Game Day, Bingo with Methodist, Reminiscing Group, Let’s Play Ball, Crafty Cooking, Bingo, Movie, Nebraska Football, Lawrence Welk, Church Tape and Church Service with First Baptist.

Thursday, November 27th, there will be no activities due to the Thanksgiving Holiday.

Volunteers signing in last week were Judy Nelson, Anne Anderson, Mary Donavan, Donna Baldwin, Patty Miller, Tammy Waters, Cathi McMurtry, Di Ruwe, Bonnie Fleischman, Pat Anderson. Mary Pearson, Sylvane Rouse.

On Friday, December 5th from 8:30 am to 1:00 pm we will be having our Annual Holiday Bazaar, please stop by and do some of your holiday shopping.

Senator Brasch: Interim Update


In just over seven weeks, the 104th Legislature will convene with 17 new senators beginning their tenure, along with a newly elected governor, attorney general, and state auditor. I will also be starting my second term representing District 16. The Capitol is once again filled with increased activity preparing for the upcoming session. This interim has been especially busy and challenging, but fulfilling.

 

I was heartened by our community spirit witnessed when, like countless others, I worked in various capacities following multiple natural disasters. Becoming whole once again to some may have seemed very distant or unachievable from the mounds of broken glass caused by damaging baseball sized hail to twisted metal silos, feedyards relentlessly beaten beyond recognition, countless piles of uprooted trees that once stood tall, and scattered remnants of homes and farmsteads left behind from devastating tornadoes. Yet today, one sees where determination and strong will prevailed as communities are rebuilding ever stronger and more resilient.

 

Thankfully, most received enough rain over the summer to pull out of prior drought conditions. Despite weather related setbacks a successful harvest has been completed or nears completion as we wait for the snow and frigid temperatures to subside.

 

As in years before much of my time was spent visiting or working with constituents of District 16. In the 151 work days since adjournment, I attended over 150 district events, including:

Our three County fairs, with 11 parades;

An annual ride-along review of District 16’s Game and Parks land;

Two annual Road Department ride-alongs (I even operated the concrete paver equipment!); plus

Multiple grand openings/ribbon cuttings or constituent meetings.

 

In September, I was honored to be chosen among 48 policymakers nationwide to participate in the prestigious Henry Toll Fellowship Program coordinated by the Council of State Governments in Lexington, Kentucky. I learned additional skills to effectively advocate for my constituents and navigate and build sound agency relationships for best results for legislation. I also gained valuable advice and a new network of 47 Fellow leaders from coast to coast.

 

A number of important issues we responded to include:

The proposed rule change to the Definition of the Waters of the United States by the EPA;

Various Army Corp of Engineer projects along the Missouri River which disregard landowners’ property rights; and

Multiple Department of Roads issues.

 

I look forward building upon my work and the privilege to once again serve our district and state. We are scheduling Town Hall meetings on December 4 in each county seat to listen to constituents’ views in considering legislation to introduce, support or oppose prior to session commencing January 7, 2015. We also invited representatives from the Nebraska Department of Roads to join us for an update of district projects underway.

4-H Bits and Pieces


My Year In 4-H

4-H members should have received a copy of the “My Year In 4-H” form in their newsletter last week. I encourageALL of our 4-H members to complete this activity sheet. It is a good opportunity to take credit for the activities you have done throughout the year as well as getting credit for the assistance and participation of your parents. It serves a dual purpose of hopefully making you aware of many, MANY opportunities in the 4-H program you may be unaware of and might like to pursue in the future. Families with more than one member can either make copies or use different symbols on the form to identify different 4-H members, or just stop by for an extra copy or two. Check it out, check it off and return it to the UNL Extension Office by Monday, December 8.  Then make plans to pick up your award at the 4-H Achievement Celebration in January. Invitations will go out to all 4-H families after the 4-H Council meets to make plans for the event.

 

Career Portfolio Assistance & Information

Don’t let your 4-H year end without getting recognized for all your efforts. The 4-H Career Portfolio is your opportunity to compile all your activities, 4-H and beyond into one great little summary. It’s all on the computer so you can keep adding activities and new years to your report as time goes on. Besides making it possible for you to win 4-H awards, you can also enter your 4-H Career Portfolio in the county fair as an extra exhibit. Contact the Extension Office for a 4-H Awards Entry sheet.

The biggest reason to fill it out is because you will NEVER remember all the great things you did, such as projects, activities, community service, etc. All of these things will become VERY important as you apply for college scholarships, apply for National Honor Society, and lots more. The 4-H Career Portfolio becomes a computerized diary of all your 4-H activities and much more. It includes school and community activities as well. You may find the 4-H Career Portfolio on-line at: http://4h.unl.edu/careerportfolio and scroll down the page to find the form you can fill in. 4-H Council Meeting

The 4-H Council will meet Wednesday, December 10 to make plans for the 4-H Achievement Celebration and attend to any other business. The meeting will be held in the Burt County Courthouse beginning at 7:00 p.m. Come with fun ideas for this event! THANKS!

 

 

4-H Planning Meeting

The annual 4-H Planning Meeting will be held Monday, December 8 at 7:00 p.m. in

the First National Bank Meeting Room in Tekamah.  All 4-H members, leaders and parents are welcome to attend and participate. Please bring all sports and activities calendars so we can avoid as many conflicts as possible. Hope to see you there!

 

Martha & Don Romeo Scholarship

The Nebraska Association of Fair Managers will award a $500 scholarship to one qualifying 4-H male and 4-H female who are graduating seniors in the State of Nebraska who plan to continue with post high school education. The scholarship will be awarded at the annual NAFM convention in January. For the application, please call the UNL Extension Office in Burt County at 402-374-2929. Applications are due in the Extension Office December 1, 2014.

The Board of the Village of Decatur met in regular session at 4:30 P.M. at the Community Center on November 13, 2014. Guests signing in were Alta Wolf, Cynthia Tompkins, Katie Novak, and Ellen Olson. Guest not signing in was Loretta Kellogg.
The meeting was called to order by Chairman Robert Richards.

1. Police: Monthly Report-Warren asked if there have been any applications turned in for the police officer position. An interview was scheduled with an applicant, but the applicant did not show up. Also an application was requested and sent to an interested individual. Warren stated that she heard the window had been broke out of the police car. The clerk told her that it is true and that an estimate for replacing the back window has been obtained. Warren will check with another company on an estimate for replacing the window before a decision is made on whether to turn it into insurance or the Village purchase one.
2. Lights: Monthly Report- Bolln had nothing to report.

 

  1. Water & Sewer: Monthly Report-Richards stated nothing much was going on with the water and sewer.
  2. Parks: Monthly Report- Tolby reported an income of $799.47, and she was informed that the park bathrooms have been winterized.
  3. Streets: Monthly Report –Warren had nothing to report.

3. Bailey Beaumont – Community Garden. Bailey came to the table and introduced himself. He explained what his class project was and how he wanted to go about doing it. He thought having a Community Garden would be a good way to bring the community together. He needs a location and wondered if an area somewhere in Decatur would be available for his project. Some sites were discussed and it was suggested he attend the Fire Departments monthly meeting in December to inquire about using the lots located across the alley south from the Fire hall that are owned by the Fire Department. He thanked the Village for their time.

4. Barneys VII liquor license approval & hearing.

Time: 4:45 pm. Walt Bolln offered Stephanie Warren the job as clerk with a starting wage of $12.00 per hour and after 90 days a raise. Stephanie accepted the offer. Tolby seconded the motion. Roll Call: Richards-yes, Bolln-yes, Tolby-yes. Warren abstained from the roll call. She will give notice at her current job Monday Nov. 17th, 2014, but is unsure of a starting date right now. Warrens Board member position is up in December and if she starts for the Village before the December Board meeting she will resign her position as a Board member.

AN ORDINANCE OF THE VILLAGE OF DECATUR, NEBRASKA, TO ADOPT AND IMPOSE A SALES and use tax, effective on and after april 1, 2015, of one percent (1%) upon the same transactions within the corporate limits of the village of decatur, burt county, nebraska, that are sourced under the provisions of the nebraska revenue act of 1967, as amended, on which the state of nebraska is authorized to impose SUCH a tax, ALL PURSUANT TO THE LOCAL OPTION REVENUE ACT; TO PROVIDE FOR THE ADMINISTRATION, ASSESSMENT, COLLECTION, CLAIMS, REMEDIES, PENALTIES, AND DISPOSITION OF SUCH SALES AND USE TAX; TO REPEAL ALL CONFLICTING ORDINANCES AND SECTIONS; AND TO PROVIDE AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CHAIRPERSON AND BOARD OF TRUSTEES OF THE VILLAGE OF DECATUR, NEBRASKA:
SECTION 1.
Pursuant to the approval of the electors of the Village of Decatur, Nebraska, at the statewide general election held November 4, 2014, there is hereby adopted pursuant to the provisions of Neb. Rev. Stat. §§ 77-2701 through 77-27,135.01, as amended, known as the Nebraska Revenue Act of 1967, and Neb. Rev. Stat. §§ 77-27,142 through 77-27,148, as amended, known as the Local Option Revenue Act, a local sales and use tax effective on and after April 1, 2015, of one percent (1%) upon the same transactions within the corporate limits of the Village of Decatur, Burt County, Nebraska, that are sourced under the provisions of the Nebraska Revenue Act of 1967, as amended, on which the State of Nebraska is authorized to impose such a tax, except for transactions, if any, for which Nebraska law provides the local sales and use tax shall not be imposed.
SECTION 2.
The administration of the sales and use tax imposed by this ordinance, the making of returns for the ascertainment and assessment, the provisions for tax claims and remedies, the laws governing consummation of sales, penalties, and collection, and for the disposition and distribution of the taxes so imposed and collected shall be as provided in Neb. Rev. Stat. §§ 77-27,142 through 77-27,148, as amended; §§ 77-2701 through 77-27,135.01, as amended; and pertinent Nebraska Department of Revenue rules and regulations.
SECTION 3.
The tax imposed by this ordinance shall commence April 1, 2015.
SECTION 4.
The Village Clerk shall immediately, and no later than December 2, 2014, furnish the Nebraska Department of Revenue a certified copy of this ordinance and a certified copy of a map of the Village of Decatur, Nebraska, showing its corporate boundaries, in a manner that conforms with Department of Revenue rules and regulations.
SECTION 5. All ordinances and sections in conflict herewith are hereby repealed.
SECTION 6. This ordinance shall be in full force and take effect from and after its passage, approval, and publication or posting according to law.

* The senior center provides Information and Assistance to any individual who is looking for services for themselves or another person 60 years and older, the center manager and/or center participant can provide information to individuals on services available within the community. We link individuals to the services and opportunities that are available within or beyond the community itself. We will then establish adequate follow-up procedures to see that their needs were met. Meals on Wheels

Would you like to get Meals on Wheels? Anyone over the age of 60 years and lives within the city limits are eligible for these meals. You may sign up anytime for the Meals on Wheels program; you can get the meals delivered however many times you want them each week. You must call 402-687-2332 before 8:30 a.m. if you want a meal that day. The suggested donation for the meals is $4.00.

 

 

 

Weekly Activities:

Wed. Nov. 19: Melody chimes practice at 9:00. Sign up to play 5-Handed Pinochle at 1:30. Have you had a chance to talk to a SHIIP volunteer about your prescription drug Part D; Rita Brehmer who is a SHIIP volunteer, may be able to find another plan that is a better price for the plan and perhaps also for the drugs you are taking. Call the senior center and make an appointment.

Thurs. Nov. 20: Tai Chi class at 9:30 and the walking ex. class at 10:30. Stop in for coffee at 10:00. Sign up for the pitch tournament at 1:30.

Fri. Nov. 21: Join us for chair exercises at 10:00. Come for the birthday party at 1:30.

Mon. Nov. 24: The noon meal for today will be pork rib-lets, scalloped potatoes, mixed vegetables, and cake. The pinochle and Hand and Foot tournament will start at 1:30. Senior center board meeting is at 3:45.

Market Update/Weather Update


MARKET UPDATE

Beans -4 ½ @ 10.18

        

  • soybeans started off hot last night but couldn’t sustain the momentum; last week’s mid-week highs continue to fall further in the rearview mirror. The trade is looking ahead to NOPA crush today, but record numbers are needed there as well as in exports to meet new demand estimates.
  • Private analysts Informa yesterday pegged 2015 corn planted acreage at 88.3 million acres, up 560k from October but still below 90.9 mln in 2014; soybean plantings were seen at the same number—88.3 million—down 190k from last month but still well above this year’s 84.2 mln ac best. Informa estimated winter wheat seedings at 42.2 mln ac, up 455k from last month but still just over 150k below last season. All wheat acreage for 2015 at 56.8 mln ac is up 400k from October and now just marginally behind the 2014 figure.
  • Friday’s Disaggregated CFTC Report showed managed money funds adding over 25k net corn on the week ending last Tuesday (11/11), over 8k longer than what daily trade estimates had indicated; soybeans added 17k net on the week but that was 5k short of where daily numbers had the position pegged. Producers and merchants cut nearly 24k net corn on the week and 19k beans.
  • Today’s October NOPA soybean crush is expected to come in at 150.8 million bushels, up from just under 100 mbu in September but still below 157.1 mbu last October. Trade estimates range from 127.5-161 million bushels.

 

WEATHER UPDATE          

  • The weekend brought widespread snows across the heart of the corn belt, with heavy rains mostly south of the OH River Valley; precipitation will remain confined to the Great Lakes and OH River Valley southward over the next week before stronger precipitation arrives for the 6-10 day period, which looks fairly wet across  the southern Plains and Midwest at this point. Temperatures are very slowly progressing back towards normal for the extended forecasts.
  • Rains fell in central/northern Brazil over the weekend, continuing in the north and northeast over the next 48 hours, and building back into the heart of the region again later in the week. The 6-10 day remains wet for the center-north

The Burt County Board of Supervisors met this date pursuant to adjournment of their last meeting with the following members present: Cliff Morrow, Gerald Newill, Perry Rogers, Matt Connealy and Dave Schold. Absent: Ted Connealy and Greg Brummond.

Visiting the Board were Mark Jackson, Peggy Smith, Mike Braniff and Rex Sears.

The County Clerk Report of Fees, the County Court Report of Fines, the District Court Fee Report and the Zoning Report for October were approved upon motion by Rogers, seconded by Schold, with roll call vote as follows: Ayes – Morrow, Newill, Rogers, M. Connealy and Schold. Nays – none.

The minutes of the last meeting were approved upon motion by M. Connealy, seconded by Newill, with roll call vote as follows: Morrow, Newill, Rogers, M. Connealy and Schold. Nays – none.

The following Miscellaneous Receipts in the amount of $940,869.94 and fund balances were approved upon motion by Schold, seconded by M. Connealy, with roll call vote as follows: Ayes – Morrow, Newill, Rogers, M. Connealy and Schold. Nays – none. The total of the Miscellaneous Receipts includes a $745,500.00 transfer from the General Fund to the Road Fund.

Letter from the Nebraska State Bar Association and email from Wellness Partners LLC were noted and placed on file.

The Board discussed various roads and projects with Highway Superintendent Peggy Smith and Road Foreman Mike Braniff.

Rex Sears visited with the County Board regarding County Government Day. He indicated that the American Legion may not be receiving funding for the lunch provided that day and asked if the County would be willing to cover the lunch expense should the Legion not receive the funding from the Nebraska National Guard next year.

Upon motion by Newill, seconded by M. Connealy, the Board agreed to pay for the lunch expense up to an amount of $500.00 should the funding from the State fall through, with roll call vote as follows: Ayes – Morrow, Newill, Rogers, M. Connealy and Schold. Nays – none.

Board Member Rogers offered the following resolution and moved for its adoption:

RESOLUTION #2014-26

WHEREAS, the official holidays for the year 2015 need to be approved by the Burt County Board of Supervisors.

NOW, THEREFORE, BE IT RESOLVED by the Burt County Board of Supervisors that the following holidays be set for the year 2015 as follows:

Board Member M. Connealy seconded the motion, and the Chairman declared it adopted, with roll call vote as follows: Ayes – Morrow, Newill, Rogers, M. Connealy and Schold. Nays – none.

Upon motion by Newill, seconded by M. Connealy, the Board authorized Chairman Morrow to sign the Certification of County Highway Superintendent, with roll call vote as follows: Ayes – Morrow, Newill, Rogers, M. Connealy and Schold. Nays – none.

Schold moved to change the date of the first meeting in December to Monday, December 8, 2014, and to set the public hearing for STTL Farms LLC at 1:00 P.M. so the hearing could be held in the County Court Room. M. Connealy seconded the motion, with roll call vote as follows: Ayes – Morrow, Newill, Rogers, M. Connealy and Schold. Nays – none.

Highway Superintendent Peggy Smith talked to the Board about purchasing safety clothing for the Road crew. Fluorescent colored sweatshirts and t-shirts were discussed as well as vests.

Motion was made by M. Connealy, seconded by Schold, to purchase sweatshirts now and t-shirts later as needed for safety purposes, with roll call vote as follows: Ayes – Morrow, Newill, Rogers, M. Connealy and Schold. Nays – none.

At 10:00 the Chairman declared the Board of Equalization in session. County Assessor Joni Renshaw read the following tax list correction:

Michael Zarogoza, Sr. $606.12 tax accelerated (mobile home being moved)

At 10:01 the Board went back into regular session. Upon motion by M. Connealy, seconded by Rogers, the tax list correction was approved, with roll call vote as follows: Ayes – Morrow, Newill, Rogers, M. Connealy and Schold. Nays – none.

There being no further business to come before the Board at this time, the meeting adjourned at 10:03 A.M. until 9:00 A.M. November 26, 2014.
