The Burt County Board of Supervisors met in regular session on Tuesday, April 14, 2015 in the Boardroom of the Burt County Courthouse in Tekamah, Nebraska, pursuant to adjournment of their last meeting. Notice of the meeting was given in advance thereof by Publication in the Plaindealer, upon a 1st floor bulletin board within the courthouse and on the County’s Website. A copy of the proof of publication is on file in the office of the County Clerk. The following members were present: Cliff Morrow, David Schold, Greg Brummond, Matt Connealy, Perry Rogers, Ted Connealy and Gerald Newill.
The meeting opened at 9:00 A.M. upon motion by Rogers, seconded by Newill, with roll call vote as follows: Ayes – Morrow, Schold, Brummond, M.Connealy, Rogers, T.Connealy and Newill. Chairman Morrow informed the public that the Nebraska Open Meeting Act was posted on the wall.
Upon motion by M.Connealy, seconded by Brummond, the agenda was approved, with roll call vote as follows: Ayes –Morrow, Schold, Brummond, M.Connealy, Rogers, T.Connealy and Newill.

Board Member Matt Connealy gave a brief update on the gas tax Legislation.
Correspondence from the Nebraska Secretary of State’s office in regards to an election equipment grant, in the amount of $750.00, that was awarded to Burt County was discussed, noted and placed on file.

Chairman Morrow signed the Karr Tuckpointing Contract for Exterior Masonry Preservation, Maintenance and Repair of the Burt County Courthouse upon motion by M.Connealy, seconded by Rogers, with roll call vote as follows: Ayes –Morrow, Schold, Brummond, M.Connealy, Rogers, T.Connealy and Newill. Nays – none.
Chairman Morrow signed the Thrasher Basement Systems Contract for a Radon Mitigation system to be installed in the Burt County Courthouse upon motion by Brummond, seconded by M.Connealy, with roll call vote as follows: Ayes –Morrow, Schold, Brummond, M.Connealy, Rogers, T.Connealy and Newill. Nays – none.
The Burt-Washington Drainage District Annual Report for FY March 2014-February 2015 was noted and placed on file.
The Board received the Audit for Burt County for the year ending June 30, 2014, performed by Ritterbush & Piotrowski. Upon motion by M.Connealy, seconded by T.Connealy, the Board accepted and approved the audit, with roll call vote as follows: Ayes – Morrow, Schold, Brummond, M.Connealy, Rogers, T.Connealy and Newill. Nays – none.
Upon motion by Rogers, seconded by Brummond, the board approved to sign a 3 year contract with Ritterbush & Piotrowski, LLP to do Burt County’s Audits for FY 2014- 2015, 2015-2016, 2016-2017, with roll call vote as follows: Ayes – Morrow, Schold, Brummond, M.Connealy, Rogers, T.Connealy and Newill. Nays – none.
Kevin Brenneis presented his 2015 Annual Insurance Report and answered questions.
Marty and Becky Rocca visited with the Board in regards to some drainage issues. Mike Braniff, Road Foreman reported that ditches are dug and currently roads are being reworked in regards to the discussions with the visitors.
Upon motion by Schold, seconded by T.Connealy, the Board approved to form a payroll committee to help develop a plan to get Burt County in compliance with LB560, with roll call vote as follows: Ayes – Morrow, Schold, Brummond, M.Connealy, Rogers, T.Connealy and Newill. Nays – none.
The following people were appointed to be on the committee: Sarah Freidel, Peggy Smith, Frank Barron, Matt Connealy, Gerald Newill and Perry Rogers.
Brief discussions were held with Foreman Braniff on various Roads projects.
An opportunity to attend an Open Meetings Workshop was presented. Matt Connealy will attend, others have time to register before the June workshop if they so choose.

The Legislature recently voted to delay LB 472, the Medicaid Redesign Act, until the 2016 session. While the bill is still alive, this means another year without access to health insurance for up to 77,000 Nebraskans, another year of health consequences that inaction will demand of them, and another year our rural hospitals are in financial jeopardy.
What’s more discouraging is the absolute lack of a reasonable alternative plan to provide access to health insurance for these Nebraskans.
Governor Ricketts has suggested two alternatives to the health care access issue facing thousands of modest income, hardworking Nebraskans. First, we should rely on “community health clinics” (we assume he’s referring to Nebraska’s seven Federally Qualified Health Centers). Unfortunately, this is placing a small bandage on a major wound. These clinics exist in Omaha, Lincoln, Norfolk, Columbus, Grand Island, and Gering. A look at a map shows there are vast areas of Nebraska where these services are unavailable. A Valentine resident without insurance would live 200 to 300 miles away from these clinics, for example.
Second, the Governor says we should just create better jobs with health insurance. Unfortunately, no plan is offered on how to accomplish this. In recent years, in fact, Nebraska has one of the lowest rates of employer-sponsored health insurance in the nation. The health insurance access challenges facing thousands of Nebraskans still exists, no matter what a majority of the Legislature and Governor say. We challenge them to work with us on a reasonable, practical solution.

The Nebraska Loess Hills RC&D Council has adopted the Traditional Corn Project as a new project and has brought back the Artist of the Month project.
The Culture Center students, in Macy, are learning to grow and process their sacred white corn in the traditional manner. In the fall, after the corn is harvested, a demonstration will be given to the RC&D Council.
After a hiatus, the Artist of the Month project has been resurrected. The Swedish Heritage Center in Oakland will take the lead scheduling the artists, writing news articles, and working with the artists. The Artist of the Month for May is Jan Cline-Zimmerman of Craig. Jan is a person of many talents. In addition to painting, she’s a song writer and is a member of the Troubadours, a popular music group that does Celtic and other genre of tunes. Jan’s award- winning paintings, done in several mediums, will be on display and for sale. The open house will be May 3, 2015, 11:00-3:00 at the Swedish Heritage Center, 301 N Charde Ave in Oakland. HHW DIRECTORY
The RC&D has applied for funding for HHW collections in the fall of 2015. Information will be in future Little News. Craig Romary, Environmental Programs Specialist for the Pesticide Program of the Nebraska Department of Agriculture, has updated the ‘Nebraska HHW Directory’ which lists permanent facilities and future HHW events that collect pesticides. As is the case with most decisions involving the district, the Board is asking for patron input. This week, however, it is a topic more immediate than improving our facilities. The Board of Education has made a commitment to addressing transportation needs, specifically before- and after-school bus routes, for the 2015-16 school year.
Over the past two years, the district has been unable to attract and hire any new drivers, while losing drivers for various reasons. At one point this spring, we were unable to fill all obligations made at the beginning of the school year and paid parents mileage to bring their children to school because of a shortage of drivers. There are currently teachers that drive routes creating concerns because of after-school practices, before- and after-school meetings, and other obligations with the respective teaching contracts. With these concerns considered, the Board would like input from the public, especially those affected by routes, concerning a potential change.
The first consideration is paying mileage to parents and eliminating daily routes. The parents would be reimbursed the mileage from home to school at the state rate, which generally changes every January 1st. Parents would be required to turn in documentation to receive the mileage, for accounting purposes, and be reimbursed on a monthly basis.
The second alternative being considered is to establish pick-up points for riders. If the routes were condensed down to three or four, for example, the buses would drive to a predetermined location and meet all parents and students at that site. Parents would obviously be responsible for transporting their students to and from that location. The driver would establish a time at which they would be at the site, provide a wait time they will sit, then return to the school or on to a second site, if necessary.
With both of these possibilities, the amount of time the students spend traveling will be greatly reduced. As our routes currently run, especially with a shortage of drivers, there are times students are on the bus for over an hour to get to or from school. The Board recognizes and understands that there is uncertainty with change and these alternatives may create some inconveniences, but they want to be as fair to the patrons as possible while falling in line with regulations. Most importantly, they want to do what is in the best interest of the students and district of Tekamah-Herman Schools.
