 It’s spring and that means a bounty of spring 4-H activities are on the agenda.  Here’s a quick rundown you can transfer to your family activity calendar so you don’t miss anything. If you have any questions or need to pre-register please call UNL Extension in Burt County at 402-374-2929.

Monday, April 21: 4-H Public Speaking Contest, Noon pre-registration deadline or will be dropped a ribbon. The contest will begin at 6:30 p.m. in the Presbyterian Church in Tekamah.

 

Saturday, April 26: 4-H Favorite Foods Contest, Pre-entry due by Noon, Friday, April 25. The contest will be held at the Craig Fire Hall with setup at 9:45 a.m. and judging at 10:00 a.m.

 

Saturday, May 3: 4-H Bicycle Rodeo, Pre-entry due by Noon, Friday, May 2.  At least 3 participants must be registered to hold this contest. The contest will be held in the First Evangelical Lutheran Church parking lot in Oakland right off Hwy 77 beginning at 10:00 a.m.

 

Thursday, May 22 – Tagging Day for all sheep, goats, feeder and bucket calves. Tagging and ID sheets will be completed at the Burt County Fairgrounds from 3:00-6:00 p.m. Please bring $1.00 per 4-H tag needed. FFA tags need to be obtained from your FFA advisor. If you are unable to attend you may purchase 4-H ear tags in the Extension office, tag your own animals and have the ID sheet checked by having John or Mary verify the information by driving the animals to the Burt County Courthouse before the June 1 identification deadline. Please call the UNL Extension office at: 402-374-2929 to make sure someone is available to check your animals before you make a special trip to town with them.

 

Thursday, May 22: Regional Speech Contest, Norfolk or Lincoln for those who qualify at the county contest.

 

Tuesday- Friday, May 27-30: Robotics Camp –9:00 a.m.-2:30 p.m. Designed for youth ages10-12. Registration fee $20 (Burt County 4-H members only pay $10.) The camp will be held at the Tekamah Auditorium in Tekamah.

 

Monday, June 2 – Deadline day to have all 4-H and FFA ID sheets in Extension Office, as well as 4-H enrollment and project forms completed and returned to the office. Call 402-374-2929 if you have any project changes you would like to make.

Burt County Babysitting Clinic Wraps Up

The Burt County Babysitting Clinic wrapped up last week in the Oakland Auditorium with a variety of activities participants could use and/or modify for the children they might babysit. Included in those activities was a scavenger hunt where the participants had to find out how many servings were in the Cheerios box, hop between hula hoops, blow bubbles, etc. Checking out the Cheerio box servings are Arianne Brokaw and Emma Nelson.

Chief McFarland came to the table and gave his police report to the Board. He stated his biggest issue was dogs. He has a couple of dogs that he believes should be declared dangerous. His last day will be November 1, 2014.

A. Northeast School Sports Boosters letter asking for a donation of 2 or 3 nights of camping at Beck Park.

The Northeast sports boosters are asking for a gift certificate for 2 or 3 nights of camping at Beck/Busse Campground to be given away at the banquet.
Warren made a motion to give them 3 nights of camping. Tolby seconded the motion.

B. Storm Shelter for Beck/Busse Memorial Campground

There was discussion on the storm shelter for Beck Park. They decided that the structure would be concrete 16×16 with 8 foot ceilings and 4 foot opening to enter. The storm shelter would be located on the bank below the existing pavilion. Bolln stated he would see if we could use Christiansen’s steel forms. Peggy Haeffner told the Board that the Foundation would like to donate to this project, there are other organizations that would like to help also. Nicola informed the Board that they would get together some prices by next week.

5) Streets Monthly Report

The Broadway bridge is open. Nicola told the Board that there needs to be a new grate on the storm sewer on the corner of Broadway and West 9th Street.

AN ORDINANCE OF THE VILLAGE OF DECATUR, BURT COUNTY, NEBRASKA, TO EXTEND THE BOUNDARIES AND INCLUDE WITHIN THE CORPORATE LIMITS OF, AND ANNEX TO, THE VILLAGE OF DECATUR, BURT COUNTY, NEBRASKA, A TRACT OF REAL ESTATE LOCATED WITHIN SECTION 1, TOWNSHIP 23 NORTH, RANGE 10, EAST OF THE 6TH P.M., BURT COUNTY, NEBRASKA; TO REPEAL ALL CONFLICTING ORDINANCES; AND TO PROVIDE FOR AN EFFECTIVE DATE.

BE IT ORDAINED BY THE CHAIRPERSON AND BOARD OF TRUSTEES OF THE VILLAGE OF DECATUR, BURT COUNTY, NEBRASKA:

Richards made a motion to allow all the liquor licenses for the Community Club.

3. Decatur Museum – Close off 8th Street from alley to Broadway for kid’s carnival games Saturday June                       14th.
Norma Farrens came to the table to talk to the Board about Riverfront Days. After all the discussion Richards made a motion to approve the closing of the street for the old fashioned carnival.

4. Fire Department – Liquor license for fish fry June 13, 2014.

5. Resolution #136-Imposing a 1% Local Option Sales Tax on the November ballot.

 

Richards introduced the following: Resolution # 136-Imposing a Sales and Use Tax in the amount of 1% upon the same transactions within the Village on which the State of Nebraska is authorized to impose a tax.

Nicola asked the Clerk to read Resolution # 136-Imposing a Sales and Use Tax in the amount of 1% upon the same transactions within the Village on which the State of Nebraska is authorized to impose a tax.

WHEREAS Nebraska law, commonly known as the Local Option Revenue Act, Neb. Rev. Stat. §§ 77-27,142 to 77-27,148, authorizes the Village of Decatur, Nebraska, to impose a sales and use tax upon the same transactions that are sourced under the provisions of sections 77-2703.01 to 77-2703.04 within the Village on which the State of Nebraska is authorized to impose a tax pursuant to the Nebraska Revenue Act of 1967, as amended from time to time, subject to the approval of a majority of qualified electors of the Village.

NOW, THEREFORE, BE IT RESOLVED by the Chairperson and Board of Trustees of the Village of Decatur, Nebraska, that an election be conducted by the Burt County, Nebraska, Clerk on November 4, 2014, submitting the question of whether the Village of Decatur, Nebraska, shall impose a sales and use tax of one percent (1%) upon the same transactions that are sourced under the provisions of sections 77-2703.01 to 77-2703.04 within the Village on which the State of Nebraska is authorized to impose a tax pursuant to the Nebraska Revenue Act of 1967, as amended from time to time.

IT IS FURTHER RESOLVED that the following question in the form shown below shall be submitted to the qualified electors of the Village of Decatur, Nebraska, for their approval or disapproval at the election on November 4, 2014; and shall be published as required by law as notice in a legal newspaper of general circulation in the Village not more than thirty (30) days nor less than ten (10) days previous to the election, in addition to any other notice of election required by law. The ballot and notice shall be substantially the following form:

AN ORDINANCE OF THE VILLAGE OF DECATUR, NEBRASKA, TO AMEND SECTION 33.03 OF THE VILLAGE CODE, TO CHANGE the HOUR AT WHICH REGULAR MEETINGS OF THE BOARD OF TRUSTEES SHALL BE HELD; to repeal conflicting ordinances and sections; to provide an effective date.

BE IT ORDAINED BY THE CHAIRPERSON AND BOARD OF TRUSTEES OF THE VILLAGE OF DECATUR, NEBRASKA:

SECTION 1. Section 33.03 of the Code of Decatur, Nebraska, is amended to read as follows:

§ 33.03 WHEN; WHERE; QUORUM.

(A) The meetings of the Board of Trustees shall be held at the village hall. Regular meetings shall be held on the second Thursday of each month at the hour of 4:30 p.m.

(B) At all meetings of the Board of Trustees a majority of the Board shall constitute a quorum to do business. A smaller number may adjourn from day to day and compel the attendance of the absent members. Whether a quorum is present or not, all absent members shall be sent for and compelled to attend. (Neb. Rev. Stat. § 17-205).

(C) At the hour appointed for the meeting, the Municipal Clerk shall proceed to call the roll of members and announce whether a quorum is present. If a quorum is present, the Board shall be called to order by the Chairperson.

SECTION 2. All ordinances in conflict herewith are hereby repealed.

SECTION 3. This Ordinance shall be in full force and take effect from and after its passage, approval, and publication or posting according to law.

Nicola asked if there were any questions?
Bolln mentioned that maybe changing the meeting time to 4:30 would make it difficult for people who work to make it to the meeting. Nicola said the main reason he suggested the time change was because the Village office closes at 4:30 and the Clerks have to wait until 5:00 for the meeting to start. Warren commented that she is for the 4:30 meeting because it gives people a chance to get out of the meeting early and have the rest of their evening. Bolln said he was just bringing it up that it really doesn’t matter to him, that 4:30 was fine but he was thinking about the public. Richards added that there has never been a problem with 5:00 for anyone, and if someone needs the meeting at an earlier time we could accommodate them.

8. Building permit fees
There was much discussion on this item. The Village clerk asked, Tekamah, Oakland and Lyons for copies of their building permit fees. They were given to the Board members to look over. There was much discussion on this topic.
Richards made a motion to table this agenda item until next month. Bolln seconded the motion.

8)         ANNOUNCEMENTS

1. Red Barn Clinic-April 24, 2014 from 6:30 PM to 7:30 PM at the fire hall.

 

2. Clean-up Day May 31, 2014, $100.00 donation to the Senior Center for meal and find someone to haul the metal.

It was decided that the Village would do the metal, and keep the proceeds from the sale of the scrap iron.
Bolln made a motion to donate $100.00 to the Senior Center for the meal on cleanup day. Warren seconded the motion.

4-H Leader Banquet and Upcoming Activities

4-H Leaders and 4-H Council members from across Burt County met Sunday evening, March 23 for the Burt County 4-H Leader Banquet. Although many of the 4-H leaders were unable to attend, those that did were treated to a wonderful roast beef, mashed potatoes and gravy meal with all the fixings prepared by Donna Preston.
The evening started off with the introduction of 4-H leaders, 4-H council members UNL Extension staff and guests via the use of anagrams. An anagram uses the letters of a name or phrase and rearranges them to make other words or ideas. For example the words “Leader Training” can be rearranged to say: Gala Dinner Rite, Endearing Trail or Arterial Ending. (As good as Donna’s gravy was, that is very possible!) The last anagram before the meal was “Ale Test” which was “Let’s Eat!”

Throughout the evening, thanks were expressed to the 4-H leaders for their commitment to the program, but not nearly as much appreciation was shared as there should have been. Without our 4-H leaders, the 4-H program simply would NOT be and we thank each and every one of our 4-H leaders for their many years of dedication to the program.
The guest speaker for the evening was Lisa Kaslon, the Northeast District 4-H Youth Program Coordinator. She outlined the newly revised 4-H Policy Handbook and helped make the 4-H leaders, council members and staff aware of several changes which could affect them and the total 4-H program.
During the evening I made several announcements attempting to update and remind the 4-H leaders of activities and events coming up which may be important to their 4-H members. Some of these were:
· Burt County Beef Preview on Saturday, April 5 on the Burt County Fairgrounds in Oakland.
· 4-H Public Speaking Contest, April 21 with workshops offered on March 31 in Tekamah and April 1 in Lyons.
· Favorite Foods Day Contest, April 26 at the Craig Fire Hall. A new portion of this contest is a team event featuring the use of technology along with the traditional table setting favorite food and meal planning. More details will be shared in the 4-H Newsletter.
· Tagging day will be May 22 in Oakland at the fairgrounds from 3:00-6:00 p.m.
· Livestock Quality Assurance training modules need to be completed and turned in to the Extension Office by June 10.
· Early-bird registration for all 4-H camps is April 15 to receive a 10% discount.
Many thanks go out to the Burt County 4-H Council for sponsoring this event.

Eggs Needed for Embryology Project
It’s time to make plans for the 4-H School Enrichment Embryology project, but unless I can find a supplier for the fertile eggs I need it might be a “chickless” year. If you know of someone who has chickens and roosters and is willing to sell the eggs to the 4-H program please let me know.
In addition, I’ve had a request for baby ducks by the Lyons-Decatur High School. They would like to reintroduce ducks to the local park pond. If anyone has both drakes and hens I’d like to attempt to hatch duck eggs for the Lyons 3rd grade embryology project.

Burt County Board of Supervisors Meeting


The Burt County Board of Supervisors met February 11, 2014, pursuant to adjournment of their last meeting with the following members present:  Clifford Morrow, GeraldNewill, David Schold, Perry Rogers, Matt Connealy, Greg Brummond and Gene Rollins.

 

The meeting opened at 9:00 A.M. upon motion by Newill, seconded by Rollins, all voting aye.  Chairman Morrow informed the public that the Nebraska Open Meeting Act was posted on the wall.

 

Upon motion by Rollins, seconded by Brummond, the agenda was approved, all voting aye.

 

Visiting the Board were Peggy Smith, Mike Braniff, Dan Smith, Katie Novak, Joe Zink, Lloyd Olson, Earl Miller, Shirley Jack, Ray Petersen, Harriet Shafer, Vic Jensen, MarlysJensen and Nico Hardeman.

 

The County Clerk Report of Fees, the County Court Report of Fines, the District Court Fee Report and the Zoning Report for January were approved upon motion by Rogers, seconded by Connealy, all voting aye.

 

The minutes of the last meeting were approved upon motion by Rogers, seconded by Brummond, all voting aye.

 

Miscellaneous Receipts in the amount of $577,419.73 were approved upon motion by Schold, seconded by Newill, all voting aye.

 

Highway Superintendent Peggy Smith brought the Board up to date on the progress on the drainage analysis on County Road P.

 

Chairman Morrow reported to the Board that the amount the County currently pays for burials of $1,650.00 is not covering the cost that the funeral home incurs for a county burial.  Many counties only offer cremation, and if Burt County chooses to go to cremation only, it would not be necessary to raise the cost of county burials.  This issue will be on the agenda for the February 27, 2014 meeting, and the Board will vote on limiting county burials to cremation at that time.

 

The possibility of naming Arizona Cemetery and Silver Creek Cemetery as Pioneer Cemeteries was discussed.  Ray Petersen was in attendance, representing the Tekamah Cemetery District, and stated that the District would be willing to mow the two cemeteries, thereby eliminating the need for the County to declare them abandoned and maintain them.  Lloyd Olson spoke for the Arizona Cemetery, stating that they would be satisfied if the Tekamah Cemetery District would mow the Arizona Cemetery and would not pursue having it considered an abandoned cemetery.  Phyllis Rieken, who submitted the petition for the Silver Creek Cemetery, was not in attendance.  The Board considered the issue settled.  If the Silver Creek Cemetery representatives are not content with the agreement wherein the Tekamah Cemetery Board agrees to mow their cemetery, they will have to approach the Board again at a later date.

 

Nico Hardeman was in attendance with questions regarding when the County would hard surface County Road V near Hardsteel, citing the repair costs he has incurred due to dust from the road.  The cost and durability of pavement and asphalt were discussed, as well as the possibility of getting asphalt from the same company that will be resurfacing Highway 75 at a reduced rate.  This project is on the 1 and 6 Year Road Plan, and the possibility of borrowing from the Inheritance Tax Fund in order to move it up to this year was also discussed. Highway Superintendent Smith said part of the engineering has already been done and she will ask for the rest to be completed before the Board makes a final decision.

 

There being no further business to come before the Board at this time, the Board adjourned at 10:43 A.M. until 9:00 A.M. February 27, 2014.

The Burt County Board of Supervisors met January 30, 2014, pursuant to adjournment of their last meeting with the following members present:  Cliff Morrow, Gerald Newill, David Schold, Perry Rogers, Greg Brummond and Gene Rollins.  Absent: Matt Connealy.

 

The meeting opened at 9:00 A.M. upon motion by Rollins, seconded by Newill, all voting aye.  Chairman Morrow informed the public that the Nebraska Open Meeting Act was posted on the wall.

 

Upon motion by Schold, seconded by Rollins, the agenda was approved, all voting aye.

The minutes of the last meeting were approved upon motion by Schold, seconded by Newill, all voting aye.

 

Glen Schuetze advised the Board that Stalp Gravel would have very little gravel to sell this year, but quoted the following prices for what they may have:

$11.75 per ton to Oakland (down-haul)

$12.00 per ton to Tekamah (down-haul)

 

Chairman Morrow signed a lot split application for Paul Chamberlain located in the SW1/4 of Section 13, Township 20 North, Range 10 East of the 6th P.M., Burt County, Nebraska.

 

Board Member Rogers offered the following resolution and moved for its adoption:

 

RESOLUTION #2014-02

 

       WHEREAS, the Road Fund is in need of funds to operate.

 

NOW THEREFORE BE IT RESOLVED by the Burt County Board of Supervisors that $200,000.00 be transferred from the General Fund to the Road Fund per the Burt County budget document for fiscal year 2013-2014.

Upon motion by Schold, seconded by Rollins, the Board authorized Chairman Morrow to sign letter to Ritterbush & Piotrowski regarding the audit they performed for Burt County on fiscal year 2012-2013, all voting aye.

 

Upon motion by Brummond, seconded by Rollins, the Board approved the following special designated liquor licenses, all voting aye.

Ronnie’s Bar at St Patrick’s Catholic Church for Lenten fish fry dinners                      on March 7, March 14, March 21, March 28 and April 4, 2014;

At 10:00 A.M. Highway Superintendent Peggy Smith opened the following bids for resurfacing County Road 3:

          WHEREAS, PURSUANT TO L.B. 1302 OF THE 80TH LEGISLATURE OF THE STATE OF NEBRASKA, A PUBLIC HEARING WAS HELD BY THE BURT COUNTY BOARD OF SUPERVISORS FOR THE PURPOSE OF DRAFTING A ONE AND SIX YEAR ROAD PLAN TO DESIGNATE SPECIFIC ROAD AND BRIDGE IMPROVEMENTS FOR BURT COUNTY ROADS.

 

WHEREAS, LEGAL NOTICE WAS PUBLISHED IN THE BURT COUNTY OAKLAND INDEPENDENT WHICH IS THE LEGAL NEWSPAPER IN THE COUNTY.

 

          BE IT FURTHER RESOLVED, THE ONE AND SIX YEAR ROAD PLANS WERE FULLY DISCUSSED BY THE HIGHWAY SUPERINTENDENT WITH THE COUNTY BOARD AND THOSE PRESENT.

 

NOW THEREFORE BE IT RESOLVED BY THE BURT COUNTY BOARD OF SUPERVISORS THAT THE ONE AND SIX YEAR ROAD PLANS FOR ROAD IMPROVEMENTS IN BURT COUNTY BE APPROVED AS PRESENTED BY THE HIGHWAY SUPERINTENDENT AND AS ADVERTISED AND THAT SUCH PLANS BE ORDERED SUBMITTED TO THE STATE HIGHWAY COMMISSION ALONG WITH OTHER EVIDENCE AS REQUIRED BY THE RULES AND REGULATIONS OF THE STATE HIGHWAY COMMISSION.

Highway Superintendent Smith notified the Board that she had received several complaints regarding someone fencing off County Road GH, a minimum maintenance road, so he could pasture both sides of the road since there was water on only one side of the road. The Board discussed the issue and consulted Deputy County Attorney Frank Barron regarding any county liability, but did not establish a policy for blocking minimum maintenance roads.  The owner of the cattle will be given two weeks to remove the fences from the road.

 

There being no further business to come before the Board at this time, the Board adjourned at 11:35 A.M. until 9:00 A.M. February 11, 2014.

4-H Snow/Snowless Sculpture Contest

As 4-H Clubs start making plans for the new year I want to remind our clubs and members to make plans to create an entry for the annual Burt County 4-H Snow/Snowless Sculpture Contest. This is our low budget, 4-H promotional activity that offers everyone the opportunity to get out and play in the snow. If we don’t have more of the white stuff in the near future, then we’ll just alter the contest to a snowless 4-H promotion!

The Burt County 4-H Council sponsors this contest with prize money and we encourage our individual and club entries to be at least as permanent as a snowman on a warm day. We can’t always hit the weather just right to be able to create a sculpture out of good packable snow that will last for a week or more, but do your best. Try to position your sculpture to promote 4-H in a relatively high traffic area (rather than behind the barn) so it stirs up some conversation at least.

The 4-H Council will meet Tuesday, January 28th for their first meeting of the year and will determine the contest categories. In the past we’ve had “Most Creative”, “Greenest” and “Best Message”. I doubt we’ll stray too far from those themes in case you get creative before they meet. The Special Garden Project

Moving from snow to spring let’s start planning for the Special Garden Project. This is a way to offer 4-H members the chance to grow unusual and fun projects in their gardens. The unique Love-Lies-Bleeding Amaranth is the featured project for 2014. Love-Lies-Bleeding Amaranth is an heirloom flower that has many uses.  The brilliant red seed heads hang down from upright plants.  The flowers are long lasting and are great in arrangements either as fresh cut or dried flowers.  When allowed to mature, the seeds from the plant can be eaten as can the fresh small leaves.  It will take on average 65-75 days from planting to bloom.  The seeds can either be started indoors in containers 6 weeks prior to the first frost then moved outside, or directly planted outside after the last frost free date, usually around the second week of May.  The tiny seeds will take 2 weeks to sprout.

If you’d like to reserve a packet of seeds please call the UNL Extension office by February 6 at 402-374-2929 and we’ll get you on the list.

4-H/FFA Market Beef Weigh Day

          The Burt County weigh day will be Saturday, January 25 at the Johnnie Johnson Farm at 1340 County Road E, Craig, NE. Weighing will be done from 8:30-11:30 a.m. and ear tags will cost $1.00 each. If you plan to show at State Fair or Ak-Sar-Ben you’ll need to collect DNA samples. Each animal you identify with a DNA sample costs $6.00. Identification sheets will be filled out that day and it’s helpful if the 4-H members are available to sign their own forms as well as a parent or guardian.

If the Burt County date doesn’t work there are several other options available:

If attending another county’s weigh day you will need to bring ear tags (4-H or FFA) from your own county and DNA envelopes if you are identifying animals for State Fair or Ak-Sar-Ben.

 

Burt County Fair Kickoff Event

          Don’t forget to get your tickets to the Burt County Fair Foundation Kickoff Event on Saturday, February 8th. It will be held in Tekamah this year at the Tekamah Auditorium and the county fair theme is “Hats Off to the Burt County Fair.” Tickets are limited to 350 and are available in Lyons at the First National Bank NE; in Oakland at the First National Bank NE Motor Bank on Hwy 77 and Red Barn Vet Clinic; in Tekamah at Burt County Insurance in the Washington County Bank, UNL Extension Office in the Burt County Courthouse and at Lee Valley.
