* VISIBILITY...DROPPING TO 1/4 TO 1/2 MILE. COULD BE NEAR ZERO IN
SOME SPOTS. 

* IMPACTS...DRIVERS ARE ENCOURAGED TO SLOW DOWN AND ALLOW EXTRA
